In a word: yes! Mind you, sometimes it's not all that easy to tell the difference, but this is quite clearly not NLC.

I was in Peebles some 20-25 miles south of where this picture was taken at the same time and saw exactly the same thing. Like John say this definitely isn't NLC rather lit cirrus / contrails.
